History & Context
Quzhou developed a significant chemical industry around its fluorite mineral resources, becoming one of China's main fluorine chemical production bases. As China's semiconductor and battery industries boomed, Quzhou's fluorine chemical companies found themselves producing critical upstream materials: fluorine-based etchants for chip manufacturing and electrolyte salts for lithium batteries. The city government established the Green Industry Cluster Zone to upgrade from commodity chemicals to high-purity electronic and battery-grade materials. This positioning has allowed a small tier-4 city to become strategically relevant to China's chip and EV supply chains.
