The Decentralization Story

For decades, China's advanced industries were concentrated in a handful of megacities: Shenzhen for hardware, Shanghai for finance and biotech, Beijing for AI and aerospace.

But over the past decade, a dramatic shift has been underway. Through a combination of industrial policy, infrastructure investment, and rising costs in tier-1 cities, China is systematically building advanced manufacturing capacity in hundreds of smaller cities.

A tier-4 county like Rugao now hosts a nationally significant hydrogen fuel cell cluster. Changzhou, a tier-3 city, produces one in six of all EVs sold in China. Gui'an New Area in mountainous Guizhou runs data centers for Apple and Huawei.
