History & Context

Gui'an New Area was established in 2014 as a national-level new area to develop Guizhou's big data industry. The province's cool, mountainous climate and abundant hydroelectric power made it ideal for energy-intensive data centers. The central government designated it a key node in the "East Data West Compute" project, which routes computing demand from data-rich eastern cities to energy-rich western regions. Major tech companies built massive data center campuses, creating a unique tier-4 computing hub in one of China's poorest provinces.
